Why popcorn ceilings are common in Charleston

The City of Charleston is a mix of very old and very new. About 10% of its housing predates 1939, and the biggest build decade is 2010–2019 at 22% of the stock. Popcorn ceilings sit in the middle: roughly 36% of the city's homes went up between 1960 and 1999, with the 1980s (10.8%) and 1990s (9.7%) the two largest slices of that era.

What sets Charleston apart from the suburbs is how much of that stock is in multi-unit buildings. Only about 48% of city homes are detached; close to 45% are in multi-unit buildings, and more than one in ten sits in a building of 50 or more units. On the peninsula that means condo regimes and rentals where sprayed texture was the cheap default, plus ceilings patched quickly after Hurricane Hugo damaged about three-quarters of historic-district homes in 1989.

Asbestos and older Charleston homes

The South Carolina Department of Environmental Services (SCDES, which took over DHEC's environmental programs in July 2024) lists popcorn texture among common asbestos-containing materials and says buildings built before 1980 are the most likely to contain it. A lab test is the only way to know. We recommend testing any textured ceiling installed before 1990 and can collect samples through our asbestos testing service.

The distinction that matters in Charleston: a house or building with four or fewer units is generally exempt from state notification, so a negative test lets a homeowner move straight to removal. Condominiums and buildings with five or more units are regulated. If a sample is positive there, an SCDES-licensed abatement contractor must remove the material with state notification first. We are not an abatement contractor; we refer you to a licensed firm and finish the ceiling only after clearance.

Inside the Old and Historic District, the city's Board of Architectural Review covers exterior work visible from the street. Interior ceiling finish work is not in its published scope and generally falls under the building-code exemption for cosmetic work; we confirm with the Permit Center on George Street if a project adds lighting or framing.

Pricing in Charleston

Downtown jobs tend to be smaller rooms with more logistics. Typical ranges from Fixr, Angi and HomeLight data, not a quote:

ItemTypical range (estimate)
Scrape-only removal (unpainted, 8–9 ft ceiling)$1–$2 per sq ft
Removal + skim coat + prime and paint$3–$6.50 per sq ft
Single bedroom (~200 sq ft) complete$400–$1,300
Living room (~330 sq ft) complete$650–$2,100

Painted texture, common in older downtown rentals, adds roughly half again to the removal step. See the full breakdown on our cost page or request a free on-site quote.

Charleston popcorn ceiling questions

Do I need Board of Architectural Review approval to remove a popcorn ceiling downtown?

Generally no. The City of Charleston's BAR reviews exterior alterations, demolitions and work visible from the public right-of-way in the historic districts. Interior finish work such as ceiling texture removal, skim coating and painting is not listed in its scope.

My unit is in a peninsula condo building. What is different?

Two things. Buildings with five or more units are regulated under SC asbestos rules, so a pre-1980 textured ceiling must be lab-tested and, if positive, removed by an SCDES-licensed abatement contractor before we do finish work. And most downtown regimes have work-hour, elevator and contractor-notice rules, which we coordinate with your property manager.

Does Charleston's flooding and humidity affect the new ceiling?

The city sits at about 3 feet of elevation and logged 52 tidal-flood events in 2025, so moisture is constant. Humidity shows up overhead as yellowing, loose texture and stains. We prime with a stain-blocking primer, use a finish paint suited to humid interiors and recommend keeping the HVAC running while the skim coat cures.
